Filing up Part II of Form 17C and Furnishing Copies to Counting Agents
According to the Commission’s instructions, Part II of Form 17C should be typed out separately. You must list the names of candidates in column 2. The results on individual tables for each round should be entered against the names of candidates in this list. Prepare this form in duplicate using carbon paper. The carbon copy will allow you to make multiple photocopies to supply each counting agent with a copy at their respective tables.
It is crucial for Returning Officers to ensure that the names of the candidates entered into this list match exactly with the order as seen on the ballot paper used on the Ballot Unit (BU). You can use a carbon copy for the duplicate to avoid any discrepancies between the two copies. The original copy will be submitted at the Returning Officer’s table for round-wise tabulation.
Randomization of Counting Staff
For parliamentary constituencies, especially when the counting locations for any assembly segment are far from the headquarters of the Returning Officer, a second randomization of counting staff may be permitted up to 48 hours before counting begins. If this earlier randomization is proposed, the respective Returning Officer needs to obtain approval from the Chief Electoral Officer.
