The Public Examination (Prevention of Unfair Means) measure, 2024, is a measure that intends to tackle government officials engaged in malpractices, organized gangs, and mafia elements.

Next week, a new bill that the government is expected to submit in Parliament will likely deal harshly with malpractices and irregularities in competitive tests. The bill includes provisions for a maximum 10-year jail term and a fine of up to Rs 1 crore.

Introduction of Public Examination Bill 2024

  1. Objective: Addressing paper leaks and organized cheating in public exams like UPSC, SSC, railways, NEET, JEE, and CUET.
  2. Drafting Authority: Department of Personnel and Training is responsible for formulating the proposed legislation.
  3. Proposed Penalties: Imprisonment duration ranges from 3 to 5 years, extending to 5 to 10 years for organized crimes related to exam malpractices.
  4. Fines and Bans: Service providers may face fines up to Rs 1 crore and a four-year ban on conducting public exams.
  5. Penalties for Institutions and Individuals: Those involved in organized crimes may face fines, property attachment, and examination cost recovery.
  6. National Technical Committee: To develop protocols for digital platforms, enhance IT security, and ensure comprehensive electronic surveillance at examination centers.
