The Government of India has planned a nationwide civil defence mock drill on May 7, 2025, covering 244 districts. This drill is being conducted due to increased tensions after the terror attack in Pahalgam, Jammu & Kashmir, on April 22, 2025, which resulted in the deaths of 26 people.

The Ministry of Home Affairs decided to carry out this drill to check and improve India’s emergency response capabilities. This is especially important in border states and areas that might face threats like natural disasters or attacks.

Purpose of the Nationwide Mock Drill

The purpose of this mock drill is to help citizens and officials prepare for real emergencies such as air raids, blackouts, earthquakes, medical crises, or wars.

The government took this decision after discussions led by Prime Minister Narendra Modi, highlighting the need to prepare for new and complex threats facing India today.

Key Activities During the Mock Drill

During the mock drill on May 7, several important activities will take place:

  • Testing air raid warning systems to ensure sirens and alarms are working properly.
  • Practising blackout procedures, turning off lights in specific areas to avoid detection during attacks.
  • Checking communication links such as hotlines and radios with the Indian Air Force.
  • Ensuring control rooms and backup rooms (shadow rooms) are ready and functional.
  • Training civilians and students on safety measures during emergencies.
  • Using camouflage to hide important buildings and sensitive areas.
  • Activating civil defence teams, including wardens, firefighters, rescue personnel, and supply managers.
  • Testing evacuation plans to check how efficiently people can move to safe locations during an emergency.

Mock Drill Districts List (State-Wise)

The mock drill will be conducted in districts across various states:

  • Border States: Jammu & Kashmir, Punjab, Rajasthan, Gujarat, and Himachal Pradesh
  • Highly Populated States: Uttar Pradesh, West Bengal, Odisha, Maharashtra, and Bihar
  • Other States: Districts from other central and southern states will also participate.
