Mukhyamantri Kalakar Sahayata Yojana Odisha Form

The State Government of Odisha has launched the “Mukhyamantri Kalakar Sahayata Yojana” to provide much-needed support and assistance to aged artists. This initiative is designed to help those artists who, despite facing poverty, have selflessly devoted their lives to enriching and preserving the vibrant arts and culture of Odisha.

This scheme aims to ensure that these dedicated artists receive pensions in recognition of their lifelong contributions to our cultural heritage, especially those who find themselves in distressing circumstances.

Mukhyamantri Kalakar Sahayata Yojana Odisha Form – Eligibility Criteria

  • An artist must be at least 50 (fifty) years old if male, and 40 (forty) years or older if female to qualify for assistance.
  • The annual income of the artist must not exceed Rs.50,000/- (Rupees Fifty Thousand) for those from rural areas and Rs.60,000/- (Rupees Sixty Thousand) for urban artists. The applicant must submit an annual income certificate issued by the Competent Authority with the application.
  • An artist receiving benefits under this scheme will not be eligible for similar assistance from any other government scheme.

Kalakar Pension Assistance Amount:— The financial support for eligible artists will be Rs.1200/- per month, or as determined by the Government at any time.

Sanction of Assistance:

  • After the approval and release of assistance by the Government, the concerned Collector & District Magistrate, who is the chairman of the District Level Selection Committee, will sanction the assistance for disbursement.
  • The Government will allocate the necessary funds to the districts based on the assigned targets, and the Collector will ensure the distribution to the selected artists.

Kalakar Pension Scheme Selection Procedure:

  • Upon receiving approval from the Government regarding the number of beneficiaries, the Department will advertise in print and electronic media, as well as on its website, inviting applications from eligible artists within two months of the announcement. Applications, along with required documents, should be submitted to the concerned Collector & District Magistrate either in person, via post, or through email by the specified date.
  • A Selection Committee will be formed in each District with the Collector & District Magistrate as the Chairman and the following officials as members:

    (a) ADM – Vice Chairman

    (b) District Information & Public Relation Officer – Member

    (c) District Culture Officer – Member-Convener

    (d) Block Development Officer from the concerned Blocks/Executive Officer from the concerned Urban Local Body.

  • The District Culture Officer will present the applications to the Selection Committee for review.
  • The number of artists to be selected will be communicated by the Government periodically. The target for each district will be determined based on existing art forms and registered artists with the BKSS / Urban KSS in that district.
  • The Selection Committee will thoroughly review each application to confirm the eligibility of the artists. The final selection of artists will be approved by the Collector of the District.
