The decision to publish the “black paper” coincides with rumors that the Modi administration will introduce a white paper in parliament to draw attention to the UPA’s economic shortcomings from 2004 to 2014.BJP MP Jayant Sinha, a member of the Standing Committee on Finance, said on Wednesday in the Lok Sabha that a white paper would be presented to the body.
