Andhra Pradesh Government has announced the “Thalliki Vandanam” scheme, an important initiative aimed at empowering mothers and guardians throughout the state by providing financial assistance of ₹15,000/- per annum per child. This benefit extends to every eligible mother or guardian, regardless of the number of children, to help send their children to schools from Classes I to XII (including Intermediate Education) in all recognized Government, Private Aided, and Private Unaided schools and Junior Colleges, including Residential Schools and Junior Colleges in the state for the academic year 2025-26.

Eligibility Criteria

To be eligible for this scheme, households must satisfy the following conditions:

  • In rural areas, the total family income must not exceed ₹10,000 per month, while in urban areas, it must not exceed ₹12,000 per month.
  • Every family should have at least one person with a valid ration card.
  • Families should own less than three acres of wet land, ten acres of dry land, or less than ten acres of total landholding.
  • Households with four-wheelers, other than cars, tractors, and taxis, are not eligible.
  • An average of less than 300 units of electricity should be used per month over the last 12 months.
  • Eligibility is not available to households owning municipal property of 1000 square feet or more.
  • Household members employed by the Central or State Government, Public Sector Units (PSUs), or receiving government pensions are excluded.
  • However, sanitation workers and low-wage government employees earning under ₹10,000 (in rural areas) or ₹12,000 (in urban areas) are also ineligible.
  • Families with any members who pay income taxes are not allowed to participate.
  • A record of the recipient in the state household database is needed. If the child is registered but the benefactor is not, field verification will be conducted.
  • Children should be enrolled in Classes I to XII at recognized government, private aided, or private unaided schools or junior colleges sanctioned by the Government of Andhra Pradesh. Students registered in ITI, Polytechnic, IIIT (RGUKT), or similar fee-waived programs are not eligible.
  • Children without parents and those living on the streets, registered through voluntary organizations, are considered eligible pending verification.
  • The mother’s bank account must be linked to Aadhaar and verified by the National Payments Corporation of India (NPCI) for Direct Benefit Transfer (DBT).
  • To be eligible for aid in the next year, the student must maintain at least 75% attendance in the current academic year.
  • If the student stops attending school or has attendance below 75%, the benefits will cease. Financial aid for enrollments in Class I and Class XI will be assessed after the enrollment process for the academic year 2025-26 concludes.

Ineligibility under Thalliki Vandanam

Candidates will be deemed ineligible for the scheme if they meet any of the following criteria:

  • If, in urban areas, the monthly income exceeds ₹12,000, or in rural areas, if it exceeds ₹10,000.
  • If there is no valid ration card in the family.
  • If they own more than ten acres of dry land, three acres of wet land, or more than ten acres of total land.
  • Households with four-wheelers, except for vehicles, tractors, and taxis, are not eligible.
  • The average monthly power use should not exceed 300 units in the last 12 months.
  • Any home that owns municipal property of 1000 square feet or more is ineligible.
  • Household members working for the Central or State Government, PSUs, or receiving pensions from the government are excluded.
  • Sanitation workers and low-wage government employees earning below ₹10,000 (in rural areas) or ₹12,000 (in urban areas) each month are also ineligible.

  • For the student to qualify for benefits in the upcoming year, they must maintain a minimum of 75% attendance in the current academic year.
  • If the student ceases to attend school or has attendance lower than 75%, the benefit will be terminated. Financial support for enrollments in Class I and Class XI will be assessed after the enrollment process for the academic year 2025-26 is completed.
